Critics argue that the initiative is legally questionable, destabilizing, and could severely impact essential public services. The proposal appears linked to efforts to downsize federal agencies, with concerns that it mirrors tactics used in corporate restructuring.

"This is a dangerous and reckless move," said Max Stier, CEO of the Partnership for Public Service. "Millions of Americans rely on federal employees for safety, healthcare, disaster response, and upholding the rule of law. A non-strategic purge of expertise puts everyone at risk."

The offer excludes postal workers, military personnel, and those in immigration enforcement or national security roles. The email’s language has drawn comparisons to previous corporate layoffs, with some employees calling it a "cruel joke" that pressures workers into forfeiting pensions and benefits.

Amid growing uncertainty, many federal employees say the attempt to push them out has only strengthened their resolve to stay. "This was meant to scare us, but it backfired," one worker said. "We’re not leaving."

Senator Tim Kaine also warned against accepting the offer, citing past instances of unpaid severance in Trump-led ventures. "Don’t fall for it," he cautioned. "Trump has a history of stiffing workers. He has no authority to promise severance pay. Wait him out!"
